Short answer: Temp-to-hire means a person starts on a staffing firm’s rolls, works in your team, and can later move to your rolls if the fit is right. It works well when you are unsure about a role, a skill or a person and want evidence before committing. It works badly when it is used to delay a decision you have already made.
Interviews predict job performance imperfectly. Temp-to-hire replaces some of the guesswork with real work: the person does the job, your team sees how they do it, and both sides decide with better information. Used well, it lowers the cost of a wrong hire. Used carelessly, it loses you good people.
How does temp-to-hire work?
- Brief. You define the role, the skills, the seniority and how long you expect to take before deciding.
- Shortlist and interviews. The staffing firm screens candidates and your team interviews and chooses, as it would for a permanent hire.
- Start on the firm’s rolls. The person is employed by the staffing firm. The firm pays their salary and carries PF, ESIC where it applies, Professional Tax and TDS.
- Work in your team. The person takes direction from your managers and works as part of the team.
- Decide. At the agreed point, you convert them to your rolls, extend the engagement or end it.
- Convert. The person resigns from the firm’s rolls, the firm completes the exit and settlement, and you issue a new employment contract.
At Novelworx, temp-to-hire sits within our IT staff augmentation service, and can also follow a Hire & Deploy deployment where the contract allows.
When does temp-to-hire work well?
When the role is new. If you have never had a data engineer, a plant supervisor or a regional coordinator, you may not know exactly what good looks like. A temp-to-hire period lets the role take shape before you fix it in a permanent offer.
When the skill is hard to test in an interview. Some abilities only show in real work: judgement under pressure, reliability across shifts, how someone works with a difficult codebase or a demanding client.
When demand is uncertain. If you are not sure the work will last, starting on a staffing firm’s rolls protects you, and converting the person when demand is proven is straightforward.
When the hiring manager is new. A first-time manager hiring for a first-time role benefits from seeing the work before committing.
When does it backfire?
When you have already decided. If you know you want the person, a temp period only adds risk. Strong candidates may take a permanent offer elsewhere.
When the market is tight for that skill. In-demand people often have several options. Some will not accept a temporary start at all, and others will leave if a permanent offer arrives. Be ready to offer permanent hiring directly for scarce roles.
When it becomes indefinite. Leaving someone in temp-to-hire with no decision date erodes trust. People need to know when, and on what basis, the decision will be made.
When the terms are vague. A conversion that turns into a negotiation about fees, notice or salary sours a relationship that was going well.
What terms should you agree upfront?
Write these down before the person starts.
| Term | What to settle |
|---|---|
| Decision point | When you will decide, and who decides |
| Conversion fee | Whether one applies, and how it changes over time |
| Salary on conversion | The range, so the candidate isn’t surprised |
| Notice periods | On both sides, during the temp period |
| Exit from the firm’s rolls | Settlement, documents and continuity of statutory records |
| Extension | Whether the temp period can be extended, and for how long |
Tell the candidate how the process works at the start. People engage more fully when they know what they are working towards.
Temp-to-hire, augmentation or permanent hire?
- Permanent hire when the role is core, long-term and you know what you need.
- Temp-to-hire when you are uncertain about the role, the skill or the fit, and are prepared to decide by a set date.
- Staff augmentation when you need capacity or a skill for a period, with no intention to convert.
These can be combined. A team might hire its leads permanently, augment for a release and use temp-to-hire for a new role it is still defining. Our guide to payrolling, outsourcing and permanent hiring compares the wider set of models.
